La capital del EDOMEX está en el top ten de las 20 lugares a nivel nacional de municipios con mayores carencias.
Toluca cuenta con 970 mil habitantes, de los cuales el 47% vive en una situación de pobreza multidimensional, mientras un 6.1% en pobreza extrema, problema que creció en los últimos 10 años.
Ante este panorama los recursos de los diferentes fondos para combatir los rezagos en Toluca se darán en forma directa a los beneficiarios, pues ya hay seudolíderes que llenan formatos, pero los documentos no foliados en la mesa de registro junto con el nombre del programa va a ser difícil se entreguen.
El director general de Bienestar Social en el Ayuntamiento de Toluca, Jorge Erick Coronel Contreras, explicó existen reglas establecidas para evitar intermediarios, líderes, seudolíderes y cero esquemas de diseño político.
Coronel Contreras mencionó que hace 10 años la pobreza multidimensional estaba el 30%, y ahora está en 47%, lo que indica que creció 17% en 10 años.
Indicó que Toluca está en el top ten de las 20 lugares a nivel nacional de municipios con mayores carencias, pues el Estado de México ocupa el número uno, es un problema de cúmulos.
La pobreza multidimensional se concentra en cerca de 470 mil habitantes de Toluca asentados principalmente en las delegaciones rurales como San Pablo Autopan, San Pedro Totoltepec y en áreas como El Seminario, Capultitlán, San Juan Tilapa y Tlacotepec.
El mismo Coneval señala que existen 82 zonas de atención prioritaria, de las cuales 46 se encuentran en extrema pobreza, de un total de 280 colonias o Unidades Territoriales Básicas.
Recordó que Toluca cuenta con 47 delegaciones y 38 subdelegaciones que conforman las 85 circunscripciones del municipio de Toluca.
Explicó que cuando se habla de pobreza multidimensional, significa puede haber carencia de vivienda, educación, salud, alimentación, servicios, o de ingreso corriente per cápita.
El Coneval establece seis carencias, lo multidimensional no sólo significa se tenga una, dos o tres, y se tenga pobreza moderada, y cuando se tiene hasta seis es pobreza extrema.
Coneval señala que una persona está en pobreza extrema cuando vive con 51 pesos diarios o menos, y pobreza moderada cuando vive con 106 pesos.
Aunado a ello se hace recorrido a todos los hogares de los 82 zonas de atención prioritaria en las primera fase, mientras en la segunda se va a acudir a las Áreas Geoestadísticas Básicas (AGEB).
Mencionó que el INEGI indica que Toluca tiene 151 localidades, pero no considera a San Cristóbal Huichochitlán como comunidad, aparece como la cabecera municipal, cuando todas sus colonias tienen problema de pobreza extrema, por ello toda está considerada como de atención prioritaria.
En este sentido, expresó anteriormente sólo se aplicaban recursos de los fondos federales para gastos corrientes, ahora hay proyectos del Fondo de Aportaciones para la Infraestructura Social (FAIS), que es uno de los ocho programas del ramo 33 para atender la carencia social, que es todo lo que existe de pobreza o marginación, de la casa hacia adentro, y marginación es lo que existe de la casa hacia afuera.
Indicó finalmente que para atender los rezagos que existen, este año se tiene autorizado 92 millones de pesos de recursos propios para programas como capital saludable, calzado digno, becas, y serán 111 mil apoyos y casi 88 mil beneficiarios, más los 69 millones de pesos que marca la dirección general de acuerdo al Fondo de Infraestructura Social (FIS) para la carencia social.
