La Confederación de Cámaras Industriales de los Estados Unidos Mexicanos (Concamin) advirtió que la propuesta del Gobierno de Nuevo León para elevar el Impuesto Sobre Nómina (ISN) de 3 a 4 por ciento dentro del Presupuesto 2026 podría generar efectos negativos en el empleo formal, la inversión y la competitividad regional.
En un posicionamiento público, el organismo explicó que el ajuste representa un incremento del 33 por ciento en un gravamen asociado directamente a la creación de puestos de trabajo. De acuerdo con el sector industrial, esta modificación no solo tendría repercusiones locales, sino también en la actividad económica nacional, ya que Nuevo León figura entre los tres principales estados exportadores.
Concamin expuso que la industria instalada en la entidad opera en un entorno complejo marcado por los nuevos aranceles aplicados por Estados Unidos y la proximidad de la revisión del T-MEC. Este contexto, señaló, ha propiciado incertidumbre, desaceleración económica y una baja en la generación de empleo.
El organismo añadió que el aumento del ISN incrementaría los costos laborales en un momento clave para el sector productivo y dificultaría la competencia con otras entidades que mantienen cargas impositivas más bajas. Según el análisis difundido, la medida también podría limitar la llegada de inversión nacional y extranjera.
Posibles impactos
Entre los efectos que Concamin asocia con la iniciativa estatal se encuentran:
- Reducción en la contratación formal
- Desincentivos a la inversión
- Mayor riesgo de informalidad laboral
- Pérdida de competitividad regional
La confederación también apuntó que estas presiones podrían reflejarse en las exportaciones y en la apertura de nuevas plazas laborales.
Petición al Congreso local
Aunque el organismo reconoció la autonomía fiscal de las entidades, pidió al Congreso de Nuevo León revisar a detalle las implicaciones económicas y sociales del incremento. Concamin planteó que la estrategia debe enfocarse en fortalecer a las empresas, favorecer su crecimiento e impulsar su participación en cadenas de valor, en lugar de elevar cargas tributarias.
