La Organización de las Naciones Unidas (ONU) advirtió que el actual gobierno, encabezado por el presidente Andrés Manuel López Obrador, detuvo años de progreso en el sector de energías renovables y que las decisiones de esta administración federal amenazan los esfuerzos para frenar el cambio climático.
Algunas de estas decisiones, que se tomaron en 2019, frenan el trabajo legislativo de años anteriores, como la Ley General de Cambio Climático de 2012 o la Ley de Transición Energética de 2015, sostuvo el Programa de Medio Ambiente de Naciones Unidas (PNUMA, por sus siglas en inglés), en su informe anual.
“La nueva Administración de México ha estancado años de progreso en el sector energético con decisiones que amenazan con revertir el progreso hacia una acción climática mejorada”, señaló la ONU en dicho informe.
Refirió que el Programa de Desarrollo del Sistema Eléctrico Nacional (Prodesen) 19-2033, que se aprobó el pasado mes de junio, limita un despliegue a profundidad de la energía limpia, informó Reforma.
“(El gobierno mexicano) ha incrementado la generación de combustibles fósiles, reducido la energía eólica y no ha aumentado la tasa de crecimiento de energía solar”, apuntó.
La organización hizo hincapié en la decisión de este gobierno de cancelar las subastas a largo plazo y cortar las líneas de transmisión, más que se utilizarían para transportar energías limpias, y en su lugar fortalecer las refinerías.
“A pesar del reconocimiento de la importancia de reducir las emisiones de Gases de Efecto Invernadero, y aumentar el despliegue de energía renovable, el Plan Nacional de Desarrollo adoptado en junio de 2019 agrega una nueva refinería adicional con el objetivo de aumentar la gasolina, el diesel y apuntalar la producción de petróleo”, indicó.
“Si bien las primeras tres rondas de subastas de electricidad condujeron a una cantidad sustancial de nuevos proyectos de energía renovable, los planes del Presidente López Obrador para el sector eléctrico incluyen la modernización de las centrales eléctricas de gas y carbón previamente planeadas para el retiro y la construcción de una planta a carbón de 700 MW a corto y mediano plazo”, agregó.
Asimismo, la ONU subrayó sobre el proyecto mexicano para “rescatar” la industria petrolera, lo que implica rehabilitar seis refinerías de Pemex, la construcción de una nueva en Dos Bocas, Tabasco, así como la obra del Tren Maya.
