De acuerdo a denuncias vecinales del fraccionamiento Mayorazgo del Bosque sobre diversas situaciones de riesgo que presentan las instalaciones del campo deportivo conocido como “Club Raiders”, la Dirección de Protección Civil de Atizapán dictaminó el cierre de las instalaciones a fin de proteger la integridad física de los usuarios.
Una de las quejas de los vecinos del fraccionamiento gira en torno al deterioro de la barda que se encuentra en la parte inferior del espacio de futbol, por lo que solicitaron una verificación de inspección.
Además, señalaron que la fauna y basura que acumulada alrededor de las instalaciones ha generado focos de infección e insalubridad.
A fin de dar cumplimiento a la solicitud vecinal presentada en la Oficialía de Partes, personal de Protección Civil municipal realizó una visita de inspección y verificación –orden DPCYB/SPC/CJ/OVV/014/2019- encontrando las siguientes irregularidades:
Un muro de contención colindante presenta desplome y las gradas son inestables e inseguras, lo que representa riesgo para los usuarios.
Además, el sitio no cuenta con programa específico de Protección Civil, ni con el Visto Bueno de la dependencia; no disponen de señalización de seguridad, así como planos de señalización, equipos de emergencia y puntos de reunión.
Tiene dos extintores fuera de la Norma, es decir, no se encuentran recargados y vigentes; y no cuentan con: estudio isométrico de la instalación de gas y un correcto funcionamiento, instalaciones eléctricas debidamente entubadas; y el cableado se encuentra expuesto y sobre la malla ciclónica.
Asimismo no poseen salidas de emergencia señalizadas, tanque de gas en correcto funcionamiento y vigente, conformación de brigadas contra incendios, primeros auxilios, búsqueda y rescate y evacuación; programa y calendario de simulacros; bitácora de simulacros, póliza de seguro vigente contra incendios y dictamen estructural.
Es por ello que se procedió a la implementación de medidas de seguridad, aplicando en este caso la suspensión de las instalaciones del campo, en términos de lo establecido en los artículos 6.33 y 6.34 del Código Administrativo del Estado de México.
Cabe apuntar que los sellos de clausura no podrán retirarse hasta en tanto la autoridad que tramite el procedimiento, así lo determine. En caso de ser retirados indebidamente, se estaría cometiendo un delito.
Finalmente, es de señalar que los servidores públicos que llevaron a cabo la suspensión de las instalaciones estuvo ajustada a derecho sin violentar derechos de terceros.
