En su informe de medio término sobre el cumplimiento de las recomendaciones de las expertas de la Convención sobre la Eliminación de toda forma de Discriminación contra la Mujer (CEDAW son sus siglas en inglés), México reportó acciones que aún no han sido publicadas, son difíciles de medir o quedan en exhortos.
En julio de 2020 venció el plazo para que el gobierno mexicano entregara un informe de medio término a la CEDAW para informar por las recomendaciones que le hizo en 2018. No obstante, para agosto el Estado aún no había concluído este reporte y recién había comenzado mesas de trabajo con organizaciones de la sociedad civil para integrarlo, como dio a conocer la Secretaría de Relaciones Exteriores en una solicitud de información.

El Estado mexicano envió una versión preliminar del informe a la CEDAW el pasado 30 de septiembre, tres meses después del plazo acordado. Aunque debía integrar acciones iniciadas desde 2018, advirtió que la atención de la pandemia ha significado retos también en las acciones y actividades programadas por la Comisión de Seguimiento a las observaciones CEDAW.
¿Qué reportó México?
Entre las primeras acciones que reportó a la CEDAW, el gobierno federal enunció la suscripción en 2019 del “Acuerdo por la Igualdad entre Mujeres y Hombres”, la aprobación en septiembre de 2019 del “Programa para Prevenir, Atender, Sancionar y Erradicar la Violencia contra las Mujeres” PIPASEVM 2019-2024; y la elaboración del Proigualdad 2020-2024.
No obstante ninguno de estos programas ha sido publicado. En el caso específico del programa Proigualdad, incluso, ya cuenta con la dictaminación favorable de todas las dependencias involucradas, incluyendo la Secretaría de Hacienda y Crédito Público, pero se atoró en trámites administrativos.

Como respondió la SHCP, hasta septiembre pasado el Proigualdad ya contaba con el Dictamen de Impacto Presupuestario, pero el Inmujeres aún atendía las observaciones y comentarios emitidos por la Consejería Jurídica del Ejecutivo Federal.
En el caso específico del “Acuerdo por la Igualdad”, el gobierno federal sólo publicó una hoja membretada con una serie de enunciados a favor de las mujeres, pero sin ninguna acción específica ni forma de medir sus resultados. A un año de firmar este acuerdo, el gobierno federal no ha informado por ningún medio el avance de cumplimiento.
El Estado mexicano también presumió a la CEDAW que este 2020 se elaboró el “Protocolo Nacional de Atención Integral a Niñas, Niños y Adolescentes en Condición de Orfandad por Feminicidio” para todas las autoridades municipales, estatales y federales que tienen responsabilidad directa en el proceso de protección integral de NNA. No obstante, Cimacnoticias constató que la elaboración de este protocolo inició después de que se presentó y aún no existe ningún documento oficial que lo sostenga.

Asimismo, el gobierno dijo que se implementa en México la Iniciativa Spotlight en coordinación con los gobiernos locales y la sociedad civil, ONU Mujeres; PNUD; UNFPA; UNODC; ONU-DH, y UNICEF por 4 años en 5 municipios: Ecatepec y Naucalpan (Estado de México), Ciudad Juárez y Chihuahua (Chihuahua) y Chilpancingo (Guerrero). No obstante, la Conavim dijo a Cimacnoticias que dado que se trata de una iniciativa de la cooperación internacional, México no puede fiscalizar los avances de esta estrategia.

El gobierno debía informar, además, acciones en específico para cuatro rubros: avances en la tipificación del delito de feminicidio; armonización de los protocolos de investigación para feminicidio y desaparición de mujeres; modificaciones a la Alerta de Violencia de Género; y avances en la investigación del caso Pilar Argüello Trujillo.
