En los primeros cinco años de este sexenio, de un total de 188 empresas constructoras que han accedido a contratos para obras de infraestructura carretera con valor de 100 millones de pesos otorgados por la Secretaría de Comunicaciones y Transportes (SCT) sólo 39 consorcios, equivalente a 20.74%, ha participado en proyectos por 500 millones de pesos o más.
Entre diciembre de 2012 y diciembre de 2017, el grupo de 39 empresas —con relaciones políticas en altas esferas del poder o de origen foráneo— ha conseguido la rebanada más grande de los contratos públicos para obras de alto impacto en carreteras mexicanas, pues cada firma accedió a paquetes presupuestales de entre 500 y 4 mil 124 millones de pesos.
Los primeros sitios de captación —considerando tanto las asignaciones individuales como el tamaño presupuestal de las contrataciones conjuntas en las que participó cada firma— corresponden a los consorcios españoles Grupo Aldesa, que accedió a un paquete presupuestal de 4 mil 124 millones, y Grupo Entrecanales, que participó en contratos con valor de 3 mil 666.93 mdp.
Les siguen el grupo portugués Mota-Engil, con 3 mil 404.08 mdp; las mexicanas Epccor, con 2 mil 415 mdp; Coconal, con 2 mil 331.85 mdp, y Constructora y Edificadora GIA+A, con 2 mil 226.82 mdp, entre otros.
